Discussion with Delegate Ken Plum regarding the Life and Death of Virginia’s HB1635, Fossil Fuel projects moratorium & clean energy mandates that died in the VA General Assembly. Del. Plum will help us understand the mechanisms of committees, membership ratios, floor votes and the concept of “engrossment.”
