In the national competition to land Amazon’s second headquarters, the 20 jurisdictions on the HQ2 shortlist are individually fighting to make the best case for themselves.

But in the Washington region — where D.C., Northern Virginia and Montgomery County all emerged as finalists for HQ2 — elected officials recently set aside the fierce competition that usually comes with corporate relocations and instead settled on a more cooperative message: It doesn’t matter which of the three jurisdictions Amazon picks for HQ2, just as long as it picks the region.
