Gov. Ralph Northam squeezed a ceremonial meeting with the leaders of a divided General Assembly between a NASCAR promotion at the Executive Mansion and a chat with the new president of the Federal Reserve Bank of Richmond.
The lawmakers’ message to the governor early Wednesday afternoon was they had completed the procedural minuet to convene a special session to finish the work of adopting a two-year budget. His message to them was hopeful.
“We’ll get it done,” the governor told leaders of the Senate and House of Delegates around the conference room table in his office on the third floor of the Virginia Capitol.
